The below statements are intended to describe the general nature
and scope of the work being performed by this position. This is not
a complete listing of all responsibilities, duties and/or skills
required. Other duties may be assigned:
- Manages the HRIS Specialist and all records staff.
- Manages the processing of all new employees as it relates to
DCHA's benefits, pay systems, and new hire processing.
- Provides supervision and coordination for designated staff.
This includes assignment and review of work; utilization of
personnel to accomplish work objectives and to develop increased
capabilities of employees; rating employee performance in
accordance with established standards; recommending personnel
actions; participating in the selection of new employees; approving
and disapproving leave; investigating complaints and resolving
differences between employees and groups of employees; providing
adequate training opportunities; and providing such guidance as
needed to assure the expeditious accomplishment of work and the
development and maintenance of competent staff.;
- Manages and coordinates the HRIS open enrollment with Benefits
Specialist.
- Manages the maintenance of Agency-wide position control system
in accordance with the budget and policy and procedures.
- Manages the maintenance of all employee records, ensuring
appropriate disposition of same.
- Conducts periodic audits of benefit reporting systems/documents
to ensure accuracy of data.
- Assists other Human Resources team members in support of
various Human Resources activities as required.
- Manages the classification and compensation of positions to
ensure accurate data entered and maintained within the HRIS.
- Performs other related duties as assigned.QualificationsTo

- A high degree of knowledge of local and federal laws affecting

management.
- Ability to plan, monitor and evaluate work and to form
substantive recommendations.

- Ability to calculate premium costs and federal service
retirement estimates.
- Knowledge and ability to operate a personal computer and
proficiency with standard software, i.e., spreadsheets, word
processing, Microsoft Word, Outlook and Excel, ADP Perspective,
etc.
- Effective oral, written, and interpersonal communication
skillsEducation and/or ExperienceBachelor's degree from an
accredited college or university, and at least (5) five years
related experience; or other equivalent combination of education
and experience which meet the minimum qualifications requirement
may be substituted.The District of Columbia Housing Authority
(DCHA) conducts pre-employment screening on specified positions,
which may include but is not limited to a criminal background
check, drug and alcohol testing, verification of academic
credentials, licenses, and certifications, and/or verification of
work history.This position has been designated by the department to
require a drug and alcohol screening and background check.
Finalist(s) for this position will be subject to drug and alcohol
testing and will be required to consent to a pre-employment
background check as a condition of employment.Technical SkillsTo
perform this job successfully, an individual should have strong
computer skills (MS Word, MS Excel, MS PowerPoint, and MS Outlook).
Must be able to learn other computer software programs as required
by assigned tasks.Physical DemandsThe work requires no unusual

successfully perform the essential functions of this job.
