of the Secretary, Baltimore MDMain Purpose of JobThis position
functions as the Director of Federal Affairs for all federal policy
issues under the Maryland Department of Health (MDH), including
Maryland's Medicaid program, all Public Health Programs, the Office
of Health Care Quality, the Developmental Disabilities
Administration, the Behavioral Health Administration, and
Departmental operations where relevant.This important role serves
as the agency lead to respond to federal policy issues, develop
advocacy strategies, and recommend innovative policy solutions that
support the Department's mission. The Director will monitor and
track federal regulations and legislation, identify trends, conduct
environmental landscapes, evaluate the potential impact of federal
policy activities, and collaboratively work with MDH leadership to
respond to federal actions.This individual mentors MDH unit
managers and staff on federal policy issues, strategy, and
advocacy. This includes providing initial and ongoing training to
staff as needed to ensure that federal policy matters are
communicated with, and considered by MDH leadership. In addition,
this position is responsible for the evaluation, analysis,
research, and development of Departmental policies based on changes
in federal guidelines, or sub-regulatory guidance. This role will
work collaboratively with counterparts in the Office of
Governmental Affairs, and Office of Regulation and Policy, to
support MDH operational needs.Through collaboration and
coordination with the Secretary, Chief of Staff, Deputy Secretary
for Public Health Services, Deputy Secretary for Behavioral Health,
Deputy Secretary for Developmental Disabilities, and Deputy
Secretary for Health Care Financing, this position oversees and
directs the development of internal and external resources (i.e.,
reports, briefing memos, presentation, policy papers, federal
comments) to support policy actions with the various
administrations of the Department. This position leads priority and
routine issues pertaining to federal policy actions within the
Department on behalf of the Secretary; coordinates with MDH
leadership to assure that matters of federal policy are considered,
including risk management, compliance, strategy and innovation;
oversees relations with the Governor's Office of Federal Affairs
and members of Maryland's federal Congressional Delegation and
serves as a liaison on behalf of the Secretary to these entities.
In addition, this position develops reports and presentations as
needed; establishes, coordinates, and conducts individual and group
training sessions; and oversees the budget for the Office.These
activities directly support MDH's ability to respond to evolving
federal policy changes and associated Departmental actions.MINIMUM
QUALIFICATIONSQualified candidates must possess a bachelor's degree
from an accredited college or university, six years of professional
health or human services experience, with at least three years of
experience with federal health policy.DESIRED OR PREFERRED
QUALIFICATIONSDesired candidates should possess the following:
Advanced degree in law, policy or public administration Experience
with management and health policy at the state and federal level
Knowledge of health policy issues in Maryland and their interaction
with federal programs Familiarity with the Code of Federal
