Job Description:
The Government of the District of Columbia - Office of Unified
Communications (OUC) is seeking an experienced Cloud Application
Engineer to lead the development and integration of cloud-based
business applications that enhance public safety 911 operations.
The ideal candidate will have deep experience with Microsoft Power
Platform and Azure services, and will play a key role in building
scalable, secure solutions that support emergency response
operations.
Specialty Areas:
Cloud Architecture & Application Engineering - Designing and
implementing modular and reusable business systems using Microsoft
Power Platform and Azure.
Public Safety Operations Support - Creating and supporting
business-critical applications tailored to 911 and emergency
communications environments.
Application Lifecycle Management - Managing system analysis,
prioritization, scheduling, development, and documentation.
Stakeholder Engagement & Technical Leadership - Collaborating with
public safety leadership and mentoring internal development
teams.
Security, Compliance & Reliability - Ensuring solutions meet agency
standards for continuity, security, and performance.
Responsibilities:
Design and develop secure, scalable cloud-based applications to
support 911 emergency operations.
Lead systems analysis, application design, and architecture efforts
for cloud solutions.
Build and document reusable templates and modules for future
application projects.
Review system feasibility studies and prepare time and cost
estimates.
Integrate with platforms such as Microsoft 365, SharePoint, and
Azure Active Directory.
Gather requirements from stakeholders in public safety and
translate them into functional solutions.
Develop and enforce standards for application development within
the emergency communications context.
Optimize application performance, security, and reliability in
high-stakes environments.
Stay informed on cloud and public safety tech trends and propose
innovations.
Lead and mentor IT staff and support development of 911-specific
technology initiatives.

Strong communication, leadership, and mentoring capabilities.
Preferred Qualifications:
Experience supporting emergency communications agencies or 911
systems.
Deep understanding of secure and compliant application development
practices for government/public sector.
Familiarity with integration across Microsoft 365 suite and Azure
Active Directory.
