Overview The Force Development (FD) Manpower Senior Analyst
provides expertise in manpower, fiscal analysis, and resource
planning to support Army G-8 force development and modernization.
This role conducts EE PEG manpower reviews, evaluates civilian
authorizations and affordability, and analyzes staffing, funding,
and resource trends across portfolios. The analyst prepares senior
leader briefings, validates manpower submissions, and ensures
compliance with Army fiscal and readiness requirements. By
leveraging Army systems, business intelligence tools, and quality
control processes, the position delivers actionable insights and
recommendations that optimize manpower utilization, strengthen Army
readiness, and inform long-term planning. Essential Job Function 1.
Requirements and Acquisition Oversight Apply JCIDS (AR 71-9, CJCSI
3170.01) and Defense Acquisition System (DoDI 5000.2) processes.
Review, analyze, and recommend positions on Army/Joint requirements
and acquisition documents (ICDs, A-CDDs, CDDs, ONS, BOIPs, ORDs).
Support AROC, JROC, JCB, FCB, ARB, ACB, AWG, and related forums
with analysis, documentation, and leader preparation. 2. Data
Analysis and Business Intelligence Extract and analyze equipping,
readiness, and manpower data from Army systems (AE2S-M, CAMS, LAQA,
ETR, LQA, cQUIP, AESIP, ECOP, FMSWeb, cPROBE). Build BI tools and
automation solutions (Power BI, Power Apps, SharePoint, MS 365).
Provide data-driven reports, dashboards, and analyses to support
equipping, modernization, and resourcing decisions. 3. Program and
Resource Management Support programming, budgeting, and execution
processes (POM, PPBE, SPAR). Develop investment/funding options,
prioritize RDT&E and procurement, and validate AAO/APO
requirements. Assess impacts of PDMs and congressional marks,
update allocation/distribution with ASC (LMI), and resolve
equipment shortfalls. 4. Force Development and Modernization
Contribute to Army modernization aligned with AimPoint, ReARMM,
MDO, and NDS. Participate in TAA, FFR, AMEC, and ASRC to support
capability development and modernization strategies. Analyze
doctrine, training, sustainment, and threat changes to ensure they
are reflected in requirements and programs. 5. Manpower and
Civilian Resourcing (EE PEG Focus) Conduct EE PEG assessments of
civilian authorizations, requirements, costing, and FTEs. Analyze
manpower staffing levels, trends, and affordability across multiple
years. Perform cost assessments by command and MDEP/APE/APPN/ROC
for direct and reimbursable civilians. Review CICPs for accuracy,
affordability, and justifications; recommend changes to Schedule 8
manpower adjustments. Draft and track EE PEG Manpower Review
documentation, coordinate suspense/replies, and prepare executive
summaries. Conduct resource analysis by portfolio/Key5/Root levels,
create funding/manpower files, and support Division integration
into EE PEG products. Assess CPA submissions, support IPRs with
commands, and prepare briefing products for Senior Review Group
decisions. Provide quality control reviews of portfolio and funding
documents, ensuring completeness, accuracy, and consistency of
resourcing data. 6. Leadership Support and Coordination Provide
timely EXSUMs, decision papers, information papers, and briefing
products for Army senior leaders. Coordinate with HQDA, ASA(ALT),
PMs, ACOMs, ASCCs, DRUs, and Joint/DoD stakeholders. Maintain
situational awareness of assigned programs and respond rapidly
(within four hours when required). 7. Communication and Reporting
Develop and maintain strategic communication plans, budget
justifications, and leader smart books. Ensure high-quality
documentation, consistent portfolio reporting, and effective
presentation materials for senior decision forums. Minimum
Qualifications Bachelor’s Degree or Higher in Business or
Engineering field A minimum of four (4) years of experience and
expertise in Force Development duties Secret Clearance required
Ability to provide EE PEG assessments of all civilian
authorization, required, costing and Full Time Equivalents;
Demonstrate sufficient knowledge of Army fiscal data elements,
purpose, and relationship of different data elements to conduct
analysis and must have the capability to use Microsoft Office
products to combine data tables, summarize data and produce
products for detailed reviews and senior leader briefings. This
includes ability to prepare pivot tables, develop charts, using
basic formulas and transferring data to presentations; Ability to
extract data from Army systems and provide analysis of data and
formulating displays of data; Ability to assist with quality
control of Portfolio Reviews. Interdisciplinary skill set of PPBE,
DOD acquisition processes and procedures (DoDI 5000.2) as well as
expertise with materiel and /or force structure requirements
development and validation (JCIDS). Desired Qualifications
Understanding and/or completion of the following HTAR; RQM 1010/
CLR 101; RQM 1100 series / RQM 110; RQM 3100/310; CLR 151; RQM
2500/CLR 250; RQM 2520/CLR 252; Certified in related field. STI-TEC
