the position. Position Summary: ISI is seeking a senior-level
quality assurance inspector with strong mechanical, electrical, or
plumbing (MEP) expertise to provide Owner’s Representative
construction management services to a Department of Defense (DoD)
client. The QA4-MEP will support the federal client on complex
construction and renovation projects across a secure facility
portfolio. This position will provide technical quality oversight,
planning support, and field inspections to ensure contractor
compliance with code, specifications, and contract requirements.
The QA inspector will collaborate closely with government project
managers, fellow contractor team members, and design professionals
as part of an integrated construction management program. ISI is
looking for a proactive professional with strong communication
skills, MEP trade expertise, and a commitment to high-quality
performance in a mission-driven environment. Responsibilities:
Provides mechanical, electrical, or plumbing-focused quality
assurance inspections as part of the Quality Assurance program.
Possesses advanced trade knowledge and demonstrates applied
expertise in the U.S. Army Corps of Engineers (USACE) Three Phase
inspection protocol. Proactively assists the Government in
conducting site evaluations, field surveys, and constructability
assessments to validate compliance with design requirements,
technical specifications, and applicable building codes. Verifies
that the construction contractor has implemented an effective
Quality Control (QC) plan and that daily work meets contract
requirements, safety standards, and approved submittals. Applies
specialized knowledge of MEP systems—including plumbing, HVAC,
electrical distribution, fire protection, and building automation
systems—to identify deficiencies and recommend corrective actions
during inspections. Reviews technical drawings, specifications,
testing protocols, and manufacturer literature to support
preparatory meetings and ensure inspection readiness. Participates
in functional performance testing and commissioning activities and
documents test results in written reports provided to Government
stakeholders. Coordinates directly with contractor field staff to
resolve installation issues, clarify expectations, and reinforce
compliance with project documentation. Prepares and submits daily
quality assurance reports, maintains organized project photo logs,
and uses digital inspection tools (e.g., tablets, shared drives,
tracking databases) to document observations and track resolution
of findings. Delivers technical briefings and QA input for project
reviews and stakeholder meetings. Contributes to performance
metrics, program-level documentation, and QA knowledge sharing
across the team. Works primarily on-site in active construction
environments, which may include mechanical rooms, rooftops, and
unfinished spaces. Requires mobility across job sites and
adaptability to varying weather conditions. Functions as a key
contributor on integrated project teams, while maintaining the
ability to work independently with minimal oversight in the field.
Required Qualifications: BS in Construction Management,
Architecture, or Engineering with 10 years of construction
management and/or general foreman for that trade experience OR
Master Plumber OR Master Electrician OR Education my be substituted
for 15 years of mechanical, electrical or plumbing experience as a
construction foreman OR clearly demonstrate detailed subject matter
expertise in their field of specialty. Subject Matter Expertise
could be demonstrated by 2 or more years of high-performance
supporting WHS or an equivalent federal program. Must be a U.S.
Citizen with at least 3 years residence in the US. Must be able to
pass and maintain a Public Trust clearance (HSPD-12 fingerprint
background check). Preferred Qualifications: Pentagon WHS
experience is highly sought after. Physical Requirements: The
physical demands required of this position described here are of
those that must be met by the selected employee to successfully
perform the essential functions of this job daily. Reasonable

occasionally move and lift 20-30 pounds. Must be able to climb,
erect and maintain balance on a 30-40 pound ladder. Must be able to
remain in a stationary computer position for extended periods of

in external environments of rain, high heat and significant cold.
Must be able navigate active construction sites containing uneven
ground, debris, and active construction hazards such as sharp
objects, electrical hazards, and potential fall hazards. Must be
able to occasionally go into confined spaces and crawl Work
Setting/Environment/Travel Requirements: This job operates in
active construction environments and professional office
environments. The position requires an eight (8)-hour workday
performed between 0700 (7AM) and 1700 (5PM), Monday through Friday.
employees are expected to arrive between 0700 (7AM) and 0800 (8AM).
Employees cannot depart till after 1600 (4PM); limited flexibility
in daily start and end times is available based on project demands
The person selected for this position will participate in a
rotational weekend schedule to provide QA support to weekend
